Most important News from ICCF Zone 2 (CADAP) until September 2004 

On January 2004, a new Zonal Director started his period. 

Guillermo Toro Solís de Ovando replaced Carlos Cranbourne, who had been Zonal Director for 6 years. 

It is our wish to hearty thank Carlos for his excellent job during the whole period he was Zonal Director and the big help he has given to Zone 2 Management during this year. 

The start of the new Zonal Director period was quite difficult, mainly due to the unfriendly and hostile attitude of the Argentinean League President and some members of de Executive Board of LADAC. 

Not only the Zonal Director, but many Latin American National Leagues, and even a lot of Argentinean players had to suffer the political discrimination and aggressive behaviour of LADAC´s President. 

Fortunately these problems came to an end in May, when a new LADAC´s Executive Board was elected, with Carlos Cranbourne as its President, and things had a dramatic and positive change. 

Now we can really say that all national leagues are working together for the progress of CADAP, in a true Amici Sumus spirit. 

In this new period, there were only little changes in Zone 2 Organization. Since the former Zone 2 Management did a remarkable job, no big changes were considered necessary, and most of CADAP officers accepted to continue working for CADAP in their former positions. 

The main projects for the remaining months of this year are:

  1. To start the Zonal 16 Final. We expect to have a Category 9 o better tournament, to allow the winner and runner ups to classify directly to a World Championship Final.
  2. To form a strongest team possible to compete in the Interzonal Team Tournament 2004, organized once again for our good friend Med Samraoui.

The main project we expect to have during year 2005 will be the organization of the ICCF Congress. 

LADAC has presented to ICCF Executive Board its proposal to be the organizer of the ICCF Congress 2005 in the southern Argentinean state of Neuquen. I must say that, as Zonal Director, I am delighted with this opportunity to have a Congress in our zone for the second time. 

Very important citizens of Neuquen and LADAC Executive Board are working from now own to make this Congress the best possible one. 

The Zonal Director will cooperate directly with the Congress organization and LICHAP, the Chilean national league, is working on different alternatives to make also an optional tour possible to the southern Chilean territory. 

So we hearty hope this ICCF Congress 2004 will vote in favour of the Argentinean proposal.

Cuba (FECAP)

  1. FECAP has organized 76 National events, including the Final stage of the XV Cuban Absolute Tournament (FECAP), and on the other hand Cuba has still more 200 active National Tournaments.
  2. Friendly Match FECAP – LADAC (Argentina)
  3. FECAP Rating Lists (quarterly published) and Cuban Chess players are climbing higher positions in the ICCF Rating.
  4. FECAP has obtained the following ICCF awards: 1 SIM (ICCF Senior Master), 8 IM (ICCF International Master). FECAP has now 994 active Correspondence Chess Players.
  5. New important and interesting ICCF event: FECAP 15 Years (3 groups). Estimated start date on October 2004
  6. 1st National University Student Tournament. Preliminary stage, 150 chess players distributed in 10 groups.
  7. New issues of The Cuban (FECAP) Magazine (digital and printer versions)
  8. New interesting Project: The first edition of the Cuban Correspondence Chess Informant.
  9. Cuba is present in the Pan-American VIII Team Tournament, and in the ICCF Olympiad (preliminary stage)
  10. Cuban Chess Players are playing various International ICCF Chess Tournaments.

Uruguay (TU)

Brazil, in the period (from July 2003 until July 2004), continued to improve Invitational International tournaments and email national events additionally to its normal activities. Also, we're present in many important national team events and individual events organized by ICCF.

LIGA CHILENA DE AJEDREZ POSTAL

LICHAP has continued increasing its amount of members.
Chilean teams are taking part in the VIII Panamenrican Team Tournament and in the Preliminaries of the 15 Olympiad.
A LICHAP member is competing in the World Championship Final 18.
On January 2004, it started a friendly match with Sweden.
In the last months of 2004 a friendly match with LADAC will be started.

LADAC has sent to the ICCF EB the formal application in order to organize next year the ICCF Congress 2005, and granted all environment and resources needed for the most important event of ICCF. This event must be decided and accepted by the Congress in Mumbai (India). This will be the second organized by Argentina, but now I am very pleased to inform you that we will have the strong support and cooperation from the Chile Delegate and Zonal Director of Latin America: Mr. Guillermo Toro Solís de Ovando who will also be inside the staff of the organization of this important project.

Final comments.

 

During the few months I have been Zonal Director I have received the help of a lot of people, but I specially would like to thank the support of Carlos Cranbourne as CADAP Tournament Officer Controller and very valuable adviser, of Luiz Ângelo Marques Noronha , CADAP Secretary and TD of important Zonal tournaments, Jorge Eduardo Deforel, who was very successful in recovering Argentinean players for Zone 2 tournaments after the new LADAC Executive Board assumed, and the new tournament directors Jorge H. Brun and Juan Alberto Martello, who had to take the control of important tournaments in very hard circumstances.

2. XIV CAMPEONATO ZONAL LATINOAMERICANO JÁ TEM SEU CAMPEAO

Esta definido o campeão da XIV Campeonato Latinoamericano - Final: o tri-campeão latinoamericano, GM-ICCF Cesar Augusto Blanco Gramajo (GUA), vencedor da XI ZLA, XIII ZLA e agora XIV ZLA em 9 finais (desde 1982) ! Parabéns ao Sr. Gramajo ! O vice-campeonato esta sendo disputado pelo amigo SIM-ICCF Zelio Bernardino (BRA) com 10,5 pontos e o SIM-ICCF Angel Acevedo Villalba (PER) que tem 6,5 pontos, faltando 4 partidas.

3. XV CAMPEONATO ZONAL LATINOAMERICANO TAMBEM JÁ TEM SEU CAMPEAO

Neste mes também houve a definição do campeão do XV Campeonato Latinoamericano - Final: Sr. Hector Walsh (ARG) venceu de maneira destacada, fez 11,5 pontos em 14 partidas ! Existem 4 jogadores lutando pela segunda colocação: GM-ICCF Blanco Gramajo (GUA) com 9,5 pontos em 13 jogos, SIM-ICCF Reginaldo Cerqueira (BRA) com 8,5/13, IM-ICCF Martin Marota (URU) com 8,5/12 e SIM-ICCF Marcio Oliveira (BRA) com 7,5/11. 5. 1st WebChess Open Tournament - Announcement

 

1st ICCF WEBCHESS OPEN TOURNAMENT

1st October 2004

Dear Friends,

ICCF is delighted to announce its first WebChess Open tournament to be played on the ICCF dedicated Webserver www.iccf-webchess.com.

This tournament is open to all correspondence chess players worldwide, also for those without any previous ICCF experience. Multiple entries are allowed.

The tournament will be played in three stages – preliminaries, semifinal and final.

For this tournament, ICCF Playing Rules for Individual tournament games played normally by Webserver will apply. The interim version of these rules is available on www.iccf-webchess.com (click on "Online Help" → "Interim Playing Rules"). The final version of rules will be approved by the ICCF Congress in Mumbai, November 2004.

The preliminary stage will be started in January-February, 2005 in sections of 7 (seven) players each. Only the section winner will qualify for the semifinal stage. Ties to be broken according to the ICCF Tournament Rules, Article 5.

The sections will be started in batches of approx. 25 sections, with one-week distance. The exact size of batches will depend on the total number of entries / sections.

The responsible ICCF Officer for this tournament is Valer-Eugen Demian (CAN), ICCF Non-Title Tournaments Commissioner (NTTC). He has appointed Guido Bresadola (ITA) as the Central Tournament Leader (CTL). The Tournament Directors will be appointed by the NTTC / CTL to take care of the particular preliminary sections.

This tournament will be sponsored by ICCF by a prize fund, which will amount to 10 percent of the collected entry fees, however, not less than CHF 2 000. Cash prizes only to be paid in the final stage.

The entry fee for entries submitted via National Federations is CHF 12 per each section. The National Federations may set fees in local currencies as needed to cover this amount on entries they receive. The entry fee for Direct Entry is USD 15 per one section.

The deadline for entries is 31st December, 2004. Entries to be sent via National Federations by Email to the Central Tournament Leader Guido Bresadola (ITA), Email: "asigc@galactica.it

Those players who are not yet members of any of our national CC federations, or who are members of national CC federations but have not played in ICCF tournaments previously, may enter this tournament via the Direct Entry facility available on www.correspondencechess.com/de/webform2.html. The participation of these players is, however, limited to 2 (two) preliminary sections. For each direct entry subject to an entry fee, the appropriate ICCF member federation (where any) will receive a credit of CHF 3, and for all direct entries, it will be provided with the player's details, for national contact follow up.

Special provisions:

Any prior ICCF player who according to the Eloquery database has not entered an ICCF tournament (Open Class, Higher Class, Master Class, Jubilee, World Cup, Semifinal, etc.) within the last five years (i.e. 2000 till 2004), will be entitled to enter one preliminary section of this tournament for free.

We hope that this first big ICCF WebChess event not only will attract our loyal players who will be eager to test this new modern way of moves transmission, but also many new players who still have had no previous ICCF experience.
